Fairfield Public Works Officials, Construction Co. Owner Arrested For Alleged Dumping

Fairfield Director of Public Works Joseph Michelangelo and Superintendent of Public Works Scott Bartlett were arrested on Monday, August 5, said Fairfield Police Capt. Robert Kalamaras.

Jason Julian, the co-owner of Julian Enterprises, was arrested Tuesday, August 6, Fairfield Police said.

Over the past two years, detectives from the Fairfield Police Department have been investigating allegations that contamination was discovered at the Department of Public Works site that Julian Enterprise was managing under contract with the town, said Kalamaras.

Bartlett, who has been suspended with pay, is accused of accepting bribes to turn a blind eye as the construction company dumped materials containing lead and PCBs on the property next to the town’s public works garage.

He was charged with three counts of larceny, conspiracy to commit larceny, forgery, conspiracy to commit forgery and receiving kickbacks, illegal dumping of waste, conspiracy to commit illegal dumping of bulky/hazardous waste and illegal discharge of materials into waters.

Michelangelo was charge forgery, conspiracy to commit forgery and illegal dumping of bulky/hazardous waste, conspiracy to commit illegal dumping and illegal discharge of materials into waters.

Julian was charged with three counts of larceny, conspiracy to commit larceny, forgery, conspiracy to commit forgery and receiving kickbacks, a violation of solid waste facility requirements, illegal dumping of waste, conspiracy to commit illegal dumping of bulky/hazardous waste and illegal discharge of materials into waters.

All three were released on a promise to appear ticket. 

"The primary focus of this investigation was to ensure the safety and well-being of the Town and all of its residents," Kalamaras said in a release. "This investigation has troubled all of us within the organization, as we know it will with the community as well. This case is a testament to the hard work and dedication of the men and women of the Fairfield Police Department."
